We are pleased to announce that Marieke De Hoon has been awarded the Vidi grant by the NWO (Dutch Research Council). This project will theorize the international crimes prosecutor at the domestic level by investigating to what extent and why the role of the extraterritorial atrocity prosecutor differs from the “normal” domestic prosecutor that prosecutes regular cases within their territorial jurisdiction. Extraterritorial atrocity prosecutors in domestic justice systems that investigate and prosecute international crimes cases committed in conflicts like Syria and Ukraine operate in a context of an increasingly digitalized and transnationalized investigations landscape that produces more and more information (and evidence) as well as myriad new actors and institutions to engage with.

In her project, Marieke will investigate whether, where, how and why this new role of the extraterritorial atrocity prosecutor differs from the regular prosecutor. Her research plan entails the development of theory related to:

(1) prosecutorial selections between and within (the various phases of) cases in a situation of information overflow and active diaspora communities asking for justice;
(2) the prosecutor’s role in transnational cooperation in a fragmented and transnationalized investigations landscape vis-à-vis their responsibilities and abilities towards the investigation process and safeguarding defence, witness and victims rights; and 
(3) developing an appropriate victim policy when investigating and prosecuting cases with mass victimization abroad.
